Dr. Aminu Yusuf Unveils Seven-Point Reform Agenda for Transforming the National Population Commission

The Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf, has outlined a comprehensive seven-point agenda designed to reposition the Commission as a modern, technology-driven and trusted national institution. The reform blueprint focuses on strengthening data systems, improving service delivery, and restoring public confidence in Nigeria’s population management architecture.

Stakeholder Engagement and Public Confidence
Dr. Yusuf plans to deepen collaboration with federal, state and local governments, as well as traditional and religious leaders, civil society organisations, academia, the private sector, the media and global development partners. The Commission will roll out targeted advocacy and public enlightenment campaigns to boost trust, transparency and public participation.

Census Delivery
A central pillar of the agenda is the delivery of a credible, fully digital Population and Housing Census. The Commission will emphasize professionalism across all phases, including enumeration area demarcation, logistics deployment, data quality management, processing, analysis and dissemination. The envisioned census will be biometrically verified and aligned with United Nations standards.

Digitisation of Civil Registration and Vital Statistics
The NPC will transform the Civil Registration and Vital Statistics system into an integrated digital platform for nationwide birth and death registration. The plan includes the expansion of registration centres and stronger collaboration with health institutions, NIMC, ALGON, UNICEF and other partners. Efforts will also focus on strengthening migration data and linking digital systems to enhance security and planning.

Infrastructure Completion and Upgrade
Dr. Yusuf is prioritising the completion of the new NPC headquarters to modernise administrative functions. State and local government offices will undergo upgrades, particularly in ICT infrastructure, to ensure consistent service delivery nationwide. The Commission aims to create a professional work environment that reflects institutional excellence.

Data Quality, Research and National Surveys
The reform agenda seeks to position the NPC as Nigeria’s leading demographic research institution. Dr. Yusuf intends to elevate the credibility of national surveys and reinforce transparency in data processes. Strategic partnerships with research bodies will be strengthened to support evidence-based planning and policy development.

Strategic Population Management
The Commission will intensify demographic analysis covering fertility, mortality, migration and urbanisation. These insights will guide national planning and integrate population dynamics into governance.
