The National Assembly has taken significant steps to enhance the regulatory function of the National Identity Management Commission (NIMC) by repealing and enacting the NIMC Act No. 23. The newly introduced NIMC Bill is a comprehensive legislative effort aimed at improving the efficiency and inclusivity of the Identity Management System in Nigeria.
This bill proposes several amendments designed to bolster the foundational framework of the NIMC and its operations. One key amendment is the expansion of the scope of registrable persons, which will result in a more inclusive identification system. This enhancement is expected to improve national security, facilitate efficient service delivery, and promote financial inclusion.
Furthermore, the bill aims to streamline the sharing of personal data while incorporating robust data protection measures. These measures are designed to safeguard the privacy and confidentiality of individuals' personal data, fostering greater trust among citizens. Additionally, the bill enhances NIMC's administrative enforcement powers to ensure timely and accurate compliance with ID registration requirements.
Once enacted, the NIMC repeal and enactment bill is anticipated to streamline the registration process, reduce bureaucratic hurdles, and enhance the reliability of Nigeria’s ID system.
Kayode Adegoke, Head of the Corporate Communications Unit, confirmed the legislative progress and highlighted the benefits of the updated bill in a press statement dated 26th July 2024.
