IHRAAC Update Statement - March 23rd, 2024

IHRAAC is gravely disturbed by the barbaric attacks perpetrated by bandits on Saturday, March 23rd, 2024, across three communities in Batsari and Safana local government areas of Katsina State, resulting in the tragic loss of 12 innocent lives.

The affected communities include Kukar Rabo in Safana, where 7 people were killed, Taka Lafiya in Safana, where 3 people lost their lives, and Torawa in Batsari, where 2 individuals were brutally murdered. These reprehensible acts of violence underscore the urgent need for immediate and decisive intervention to address the escalating insecurity in Katsina State.

Argument for Urgent and Immediate Intervention:

1. Loss of Innocent Lives:

The senseless loss of 12 innocent lives in three separate communities is a stark reminder of the dire security situation in Katsina State. Urgent intervention is imperative to prevent further bloodshed and ensure the safety of all residents.

2. Community Trauma and Fear:

The attacks have instilled fear and trauma in the affected communities, leaving residents feeling vulnerable and unsafe in their own homes. Immediate action is necessary to restore a sense of security and provide reassurance to traumatized communities.

3. Heightened Tension and Insecurity:

These brazen attacks have heightened tensions and insecurity in the region, exacerbating an already precarious situation. Without swift intervention, the risk of further violence and instability looms large, posing a significant threat to peace and stability in Katsina State.

Ample Recommendations for Urgent Intervention:

1. Immediate Deployment of Security Forces:

IHRAAC calls for the immediate deployment of adequate security forces to the affected communities in Batsari, Safana and Jibia local government areas to quell further violence and restore law and order.

2. Comprehensive Security Assessment:

Conducting a comprehensive security assessment of the affected areas to identify vulnerabilities and develop targeted strategies to prevent future attacks and protect vulnerable communities.

3. Community-Led Security Initiatives:

Empowering local communities through community-led security initiatives, including neighborhood watch programs and community policing, to enhance their capacity to detect and respond to security threats.

4. Socioeconomic Development Programs:

Implementing socioeconomic development programs aimed at addressing the root causes of insecurity, including poverty, unemployment, and lack of access to basic services, to mitigate the conditions that fuel banditry and violence.

5. Justice and Accountability:

Ensuring swift and transparent investigations into the attacks to identify and apprehend the perpetrators, and holding them accountable for their crimes to deliver justice to the victims and their families.

6. Humanitarian Assistance and Support:

Providing immediate humanitarian assistance and support to the affected communities, including medical care, psychosocial support, and emergency relief aid, to address the urgent needs of those affected by the violence.

IHRAAC urgently calls upon relevant authorities and international partners to prioritize the security and well-being of the residents of States in violence and take decisive action to address the root causes of insecurity in the region.
