Katsina’s Fight Against Insecurity: Doing the Job Without the Tools - Al-Amin Isa

For years, Katsina State has been on the frontlines of Nigeria’s insecurity crisis. Banditry, kidnapping, and rural violence have turned once-thriving communities into zones of fear. But unlike many states that simply cry out for help from Abuja, Katsina has rolled up its sleeves — creating the Ministry of Internal Security and launching the Katsina Community Watch Corps (KCWC) to bring the fight closer to the people.

This is not politics as usual. The Ministry exists solely to coordinate security efforts, gather intelligence, and respond rapidly to threats. The KCWC, drawn from local communities, acts as the eyes and ears of law enforcement, using grassroots networks to detect and disrupt crime. It is the kind of proactive, people-centered security model Nigeria desperately needs.

But here’s the bitter truth: Katsina is fighting a gun battle with one hand tied behind its back. The constitution places security on the Exclusive Legislative List, meaning only the Federal Government can authorize firearms for security outfits. States like Katsina are reduced to onlookers when it comes to arming their local forces, even though they are the ones facing the daily reality of violence. The KCWC can gather intelligence and patrol communities, but when criminals arrive with AK-47s, courage alone is not enough.

This is the absurdity of Nigeria’s federal structure: the states bleed, the people suffer, but the power to protect lies hundreds of kilometers away in Abuja’s bureaucracy. Until this legal stranglehold is broken, local security initiatives will remain underpowered and overburdened — heroic in spirit, but limited in force.

Katsina has shown that with political will, innovation, and community engagement, insecurity can be challenged. But without the tools to match the threat, the state is being asked to fight lions with bare hands. And in the end, the predators will keep winning.
