ABUCONS Begins Procurement Quality Management Training for Katsina Officials

A two-day capacity-building programme on Total Quality Management (TQM), Price Intelligence and sustainable public procurement has commenced in Kano, bringing together officials of the Katsina State Government to strengthen transparency and quality in public infrastructure delivery.


The training, organised by Ahmadu Bello University Consultancy Services (ABUCONS) Nigeria Limited in collaboration with the Katsina State Government, began on Saturday at Tahir Guest Palace Hotel.

The opening ceremony followed participants' registration and marked the commencement of a series of technical sessions designed to improve procurement standards, project planning and infrastructure management across the state.

The first session, facilitated by Dr S. M. Muhammad, focused on the implementation of Architectural Design Guidelines, highlighting best practices in architectural planning and quality assurance for public projects.

Later, Prof. A. D. AbdulAzeez delivered a presentation on Structural Design Guidelines, stressing the need for strict compliance with engineering standards to ensure durability, safety and value for money in government construction projects.

The day's final technical session was handled by Engr. Abubakar Zubairu, who presented the Mechanical and Electrical Services Design Guidelines. He emphasised the importance of integrating mechanical and electrical systems into public infrastructure to improve safety, operational efficiency and long-term sustainability.

Speaking during the interactive session, the Special Adviser to the Katsina State Governor on Local Government Inspectorate, Alhaji Lawal Rufa'i Safana, described the training as an enlightening experience, saying it had provided participants with practical insights into engineering standards and project quality management.

Safana commended the organisers and resource persons for the initiative, noting that the programme had clarified key technical issues and broadened participants' understanding of modern procurement and infrastructure management.

In his closing remarks for the day, Engr. Abubakar Zubairu said meaningful reforms in the public service require patience and sustained commitment, noting that institutional change is a gradual process.

He described the training as an important milestone in strengthening professional capacity within the state's public service, adding that many experienced officers had not previously benefited from similar specialised programmes.

According to him, the discussions on quality management, procurement standards and construction project governance reflect globally recognised practices that should be embraced to improve public service delivery in Nigeria.

Zubairu urged participants to build on the knowledge gained during the training and apply it in the planning, procurement and execution of government projects to ensure accountability and better value for public funds.

The programme continues on Sunday with sessions on cost management, implementation of Total Quality Management principles, road design and construction assessment, practical demonstrations and the presentation of certificates to participants at the closing ceremony.
