The Katsina State Government has reaffirmed its commitment to transparency, accountability and prudent management of public resources as it intensified efforts to fully implement the Treasury Single Account (TSA) system across government institutions.

The commitment was reiterated on Thursday during a one-day follow-up capacity-building workshop on Treasury Single Account implementation held at Hillside Suites, Katsina, where accountants, directors and senior finance officers from various Ministries, Departments and Agencies (MDAs) gathered to review the state's progress and strengthen their understanding of the reform.

The workshop was attended by the Minister of Finance, senior directors and other key stakeholders in the public finance sector, underscoring the importance attached to the ongoing reform programme.

Declaring the workshop open, the Katsina State Commissioner for Finance apologised for the absence of Governor Dikko Umaru Radda, explaining that the governor was unable to attend due to an urgent official engagement.

The commissioner said the TSA initiative remained a critical pillar of the state's public financial management reforms aimed at improving service delivery, strengthening fiscal discipline and ensuring that government resources are efficiently utilised for the benefit of citizens.

He noted that the administration was determined to build a modern financial management system capable of supporting sustainable development, adding that transparency and accountability must remain at the centre of governance.

In his welcome remarks, the Minister of Finance commended the Katsina State Government for sustaining reforms in the management of public finances, describing the Treasury Single Account as a strategic instrument for enhancing financial control and eliminating leakages in government revenue.

He said the successful implementation of the TSA would provide government with a consolidated view of its financial resources, improve budget execution, strengthen cash management and promote greater accountability in the use of public funds.

According to him, continuous training of accountants and finance officers is essential to ensuring that public sector personnel possess the technical knowledge required to manage evolving financial systems and support government reform initiatives.

The highlight of the workshop was a lecture delivered by Dr. Salisu Ladan, PhD, FCNA, FCCSSA, MNIM, Technical Adviser on TSA Implementation, who presented an extensive overview of the Treasury Single Account framework and its role in strengthening public financial management.

Dr. Ladan explained that the TSA is designed to consolidate government cash resources into a unified structure, thereby improving oversight, reducing inefficiencies associated with multiple government accounts and enhancing transparency in financial transactions. He noted that the system aligns with global best practices in public finance management and provides government with accurate and timely information for decision-making.

The technical adviser further highlighted key components of the TSA ecosystem, including e-budgeting, electronic collection platforms, e-payment systems and digital financial reporting tools, all of which are aimed at improving efficiency in government operations.

He said the reform would help streamline payment processes, strengthen internal controls, improve revenue monitoring and support more effective cash planning by government institutions.

Participants were also taken through the history of TSA implementation in Katsina State. According to presentations at the workshop, the state government adopted the reform as part of its broader Public Finance Reform Programme, with a committee established in 2023 to develop a roadmap for implementation.

The committee's recommendations paved the way for the commencement of TSA collections in 2024, while full implementation of the system began in January 2026.

Stakeholders at the workshop described the training as timely, noting that effective implementation of the TSA would contribute significantly to fiscal sustainability, improved governance and greater public confidence in the management of state resources.

The Treasury Single Account is widely regarded as a key public financial management tool that enables governments to maintain effective oversight of revenues and expenditures, curb financial leakages and improve accountability in the administration of public funds.
