Gov. Radda Signs First Batch of New C of O, Promises Land Security, Urban Development

Katsina State Governor, Malam Dikko Umaru Radda, PhD, CON has signed the new Certificate of Occupancy (C of O), aimed at providing land security and promoting systematic urban development across the state. 

Governor Radda signed the first batch of the Certificates today, at the State Government House, Katsina.

The Governor highlighted that Katsina State has become the first in the country to implement a sophisticated software-driven certification process. He declared that the State Government will offer a six-month window for land owners to register their properties, including residential houses and farmlands.

The Governor also emphasized that the programme is comprehensive, covering both existing C of O holders and those seeking fresh registration. 

To encourage widespread participation, Governor Radda announced that the state government has substantially subsidized registration fees during the six-month window, after which standard charges will be applied. 

The Governor urged citizens to take advantage of this opportunity, noting that the initiative's broader goal is to reposition Katsina State as a modern and well-organized urban environment which every citizen can be proud of. 

Earlier, the Governor praised the Ministry of Land and Physical Planning headed by Dr. Faisal Umar Kaita, for his exceptional leadership. The Governor noted that under his stewardship, the Ministry has demonstrated professionalism.

Furthermore, Governor Radda commended the Director General of Katsina State Geographical Information Service (KATGIS), Dr. Mansir Aminu for his patriotic commitment to system development. Emphasising that Mansir's involvement transcended personal gain, but selfless contribution to state infrastructural development.

In his opening remark, the State Commissioner of Lane and Physical Planning, Dr. Faisal Umar Kaita, declared that this initiative is the beginning of an end to the land chaos in Katsina.

 He revealed that the new certificates feature advanced anti-forgery measures, with inclusion of bar code, it ensures the authenticity and security of land ownership documentation. 

Dr. Faisal continued that these unique features will provide additional protection and verifiability for property owners.

 "I would like to thank Your Excellency most sincerely for all the support you have given to us at the Ministry of Lands and Physical Planning, and of course, KATGIS to make sure we see a day like this," he concluded. 

It is important to state that the new recertification of lands is one of the cardinal focus of the Building Your Future blueprint, which aims to guide land development and comprehensive master plan. 

The event had in attendance, the newly appointed National Coordinator of the New Partnership for Africa's Development (NEPAD), Hon. Jabiru Abdullahi Tsauri; Secretary to the Government, Barr. Abdullahi Garba Faskari; the Principal Private Secretary, Hon. Abdullahi Aliyu Turaji among others.
